Not all graphics adapters are shown as VGA.
You can run lspci -k | grep -EA3 'VGA|3D|Display' to see all adapters.

To start Steam without fglrx, type this in Terminal:
LD_PRELOAD='/usr/$LIB/libstdc++.so.6' DISPLAY=:0 steam
