It's down from here as well. You can usesudo nano /etc/apt/sources.list, change all instances of ph.archive.ubuntu.com to just archive.ubuntu.com, then try again. – Chai T. Rex Mar 7 '17 at 2:26

Had the same problem. Solution was to

Edit

/etc/apt/sources.list

replace all instance of

ph.archive.ubuntu.com

to

archive.ubuntu.com

it is pretty weird why this happens. I guess while setting up your location. Ubuntu tries to find the closest server that they have to your location.
