This question already has an answer here:

I need to modify the php.ini file so I can upload more than 2M in Wordpress. I tried to do a find and the server saysfile not found. Yet word press says the file size limit is set by php.ini. I tried to overwrite in .htaccess.

Have you looked at Ubuntu's LTS documentation for PHP or ApacheMySQLPHP documentation? – earthmeLon Jan 26 '17 at 22:20

Try here /etc/php/7.0/apache2/php.ini (assuming your using php 7) and see if it there, another way is to create a file with <?php echo phpinfo(); ?> in the root of your server and access it in the browser. There you can check for where your php.ini is located. – George Udosen Jan 26 '17 at 22:21
  • I have tried all of that. I even copied the one in apache2 and brought it into the wordpress directory. I added a plugin so I could see what was going on. It finally showed me the interworkings of that php.ini but reports that the max_upload_filesize is being overridden locally to 8M. I don't know where it would be overridden. – Macmike Hughes Jan 28 '17 at 16:19
