I'm not sure if it is related, but I also had problems to install PHP7, which was solved by @oerdnj here: PHP rendered as text after Ubuntu 16.04 upgrade

You have an error in php-fpm.conf as stated in the logs you posted (stripped timestamps):

Fix your php-fpm.conf and run to test the syntax:

$ sudo /usr/sbin/php-fpm7.0 --test

The output should look like this:
