/var/lib/dpkg/info/gdk-pixbuf-psd.postinst: 23: /var/lib/dpkg/info/gdk-pixbuf-psd.postinst: cannot create
/usr/lib/gtk-2.0/2.10.0/loader-files.d/gdk-pixbuf-psd.loaders: Directory nonexistent

The actuall problem here is the above message. The postinst (installation script) of gdk-pixbuf-psd expects a directory that is nonexistent in order to proceed with the installation. You can "help" it by manual create this directory.

sudo mkdir -p /usr/lib/gtk-2.0/2.10.0/loader-files.d/

then try to reconfigure with dpkg

sudo dpkg --configure -a
sudo apt-get install -f
