Just installed Ubuntu 13.10, I tried to connect wireless but It didn't detect any network. This is what happens when I check my wireless:

I've tried with the command:
-rfkill unblock 0
but I guess it's only for soft blocks, because it doeswn't work after rebooting.

This same problem happened with the latest versions of Linux Mint 15 and 16.
