I reinstalled kubuntu 13.10, cgi-bin is not working. Apache downloads the cgi instead of executing it!

I have the latest apache with cgi mod enabled. To 000-default.conf, I added these options:

ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/
<Directory "/usr/lib/cgi-bin">
  Options +ExecCGI
  AddHandler cgi-script .cgi .pl
  Options FollowSymLinks
  Require all granted
</Directory>
Action application/x-httpd-php /cgi-bin/php5

and restarted Apache but problem persists.

This is my current apache2.conf setup:

I solve it with below. this is to enable cgi module.

sudo a2enmod cgi
sudo service apache2 restart

I had mod_perl missing. After locating the package where it was libapache2-mod-perl2 I got it up and running. apt-get install libapache2-mod-perl2 then service apache2 restart. The default ScriptAlias provided by Apache out of the box by default remained untouched and unchanged.

I'm working with Ubuntu 16.04 and trying to enable web services and CGI on my NFS (headless).
I followed all the other answers without success...

I try to keep my web files in one location, /var/www
I had to edit /etc/apache2/conf-enabled/serve-cgi-bin.conf to point to my CGI directory.
