I'm developing a mobile application and such a program would be useful for me. I found WireframeSketcher on Ubuntu Software Center, but it doens't seem free since I have to fill payment details.

That is not a requirement. I am open to both types. The application I'm developing is for android and Wireframesketcher has already available a gallery of components fpr android– csblJun 6, 2012 at 23:16

Did you try Dia from Ubuntu Software Center ?
sudo apt-get install dia
