My main laptop runs Ubuntu 22.04.1 on an Intel Core -7-11370H CPU @ 3.300GHz. I usually use it to code and play games, but whenever I run the laptop, it just randomly fluctuates from 4.0 GHz to 800 MHz. The fans also tune up all the way. At first this seems like a thermal throttling issue, but after look at my CPU temps, they are way below 70C.

  • It does seem to be throttling. Suggest you use turbostat (linux-tools-common package, I think), running this command: sudo turbostat --Summary --show Busy%,Bzy_MHz,IRQ,PkgWatt,PkgTmp,RAMWatt,GFXWatt,CorWatt --interval 5. The spew of stuff at startup should tell us if there has been thermal throttling. Edit your question adding the output under some various load conditions. You might also have some daemon running doing the throttling, say thermald or tlp. Commented Apr 1, 2023 at 17:40
  • updated the question, I ran the command you gave, unfortunately i do not really have much knowledge on what this all means, looking through some of it I see the max turbo is 4300 MHz, but my CPU is rated for a max of 4800 GHz with the information above in the question.   • Max turbo is typically a function of how many cores are active. It list 4.8 GHz for 1 or 2 active cores and 4.3 GHz for 3 or 4 active cores. The other lines, for more cores, are meaningless because you only have 4 cores (at 2 threads per core = 8 CPUs). You need to let turbostat run for awhile and show us that information also. Your power limits are set way above your TDP. It'll take me awhile to decode some of the listed MSRs. You might be hitting current limit and/or power limit throttling, if not thermal. I had the same issue.

Run powerprofilesctl to see what setting is used. Mine was somehow set to power-saver and that kept throttling below 1GHz.

Also check if TLP is running properly, as there is a conflict between these packages https://bugs.launchpad.net/ubuntu/+source/tlp/+bug/1934944
