The error is in the block before your added PATH element:

if ! shopt -oq posix; then
  if [ -f /usr/share/bash-completion/bash_completion ]; then
    . /usr/share/bash-completion/bash_completion
  elif [ -f /etc/bash_completion ]; then
fi

is missing its then clause and closing fi; it should be

if ! shopt -oq posix; then
  if [ -f /usr/share/bash-completion/bash_completion ]; then
    . /usr/share/bash-completion/bash_completion
  elif [ -f /etc/bash_completion ]; then
    . /etc/bash_completion
  fi
fi

You are missing a command and a fi, after the then in this line at the end:

...
  elif [ -f /etc/bash_completion ]; then
fi

It should be

...
  elif [ -f /etc/bash_completion ]; then
    . /etc/bash_completion
  fi
fi
