I am having problem installing packages in my Ubuntu system. The problem says:
Errors were encountered while processing console-data
Errors were encountered while processing console-common E: Sub-process /usr/bin/dpkg returned an error code (1)

I had the exact same error and solved it by removing the console-data and console-common packages and installing them again.
Remove the packages
sudo apt remove --purge console-common console-data
Installing the packages again
sudo apt install console-common console-data
When installing these packages again, it will ask for the policy for handling keymaps. Select Don't touch keymap and press enter.
