I have a cell modem that has periodically been unable to connect to the network. I have used the same modem on the same machine in the same area for the past month or so and often on starup it fails to connect to the network. Looking at the syslog I find:

NetworkManager[3728]: <warn> [1575013813.6800] ppp-manager: pppd pid 5338 exited with error 16: A modem hung up the phone

From the pppd docs, I see that error 16 means:

The link was terminated because the peer is not responding to echo requests.

Does anyone know how to fix the peer not responding error? The only suggestion I have found is https://unix.stackexchange.com/questions/433674/cellular-modem-pppd-modem-hangup but that solution does not work as my machine does not have a /etc/systemd/network/ppp0.network file.
