i had my HVR4000 working in ubuntu 16.04, i then did a dist upgrade and had the card working for about a week in ubuntu 18.04, it stopped working around the time the hauppauge ppa drivers were changed (updates and deprecations), i have spent over a week trying to solve this and even resorted to a fresh install of ubuntu 18.04 but i still cant get it working again.

Can anybody help me please, i think the problem lays with the pci to pcie adapter i am using but have no idea how to rectify.

I installed the linux-hwe-mediatree from the ppa. (yes i rtfm'ed) i have noticed that the module cx88-alsa gets stuck in loading, modprobe cx88-dvb reports no devices (i suspect due to irq conflict with the pci to pcie that i don't know how to handle, suspect i need to use "setpci" but i don't understand how)

Please can anybody see whats wrong and help me fix it?

system specifics. mobo N3150M-E (intel atom) ubuntu 18.04.3 LTS 5.0.0-37201911191317-generic x86_64 ppa https://hauppauge.com/pages/support/support_linux.html?#ppa HVR4000 fitted in a pci to pcie adapter and a riser. my other tuners are working fine.
