I'm trying to setup openstack using conjure-up but it keeps erroring because of TLSv1. http_proxy and https_proxy are set correctly (it works with other software just fine) but after this message:

Juju Controller is initializing. Please wait.

It eventually errors with this error:

What could be wrong?  apt, curl, etc. work just fine via TLS.
