My network interface has started to refuse to come up on boot, I can run

sudo dhclient

Once it boots and it will start up and obtain an IP address however I didn't used to have to do that. I checked my Netplan (50-cloud-init.yaml) file and it looks to be configured but when I go to boot the only thing that comes up is the loopback interface. I have also noticed since this started that my network performance is much lower, and sometimes will quit working for a few minutes. But I can't find anything in the syslog to point me to the reason. Any suggestions on where I should start?\

I checked my Netplan config file and it looks right I think:
