Bluetooth Won't Turn On in Ubuntu 18.04

Question

I'm using a ThinkPad 13 Gen 2 and Bluetooth won't turn on. Once I toggle the bluetooth toggle from settings, it'll work then when I change screen and come back it's off. This is the result of lspci -nnk | grep -iA3 net; lsusb; rfkill list; uname -r; dmesg | egrep -i 'blue|firm'
