When I try to play video shot from my phone in 4K, the player just stops at one of the first frames.

My Samsung Note 9 Rear Camera shoots in 16:9 UHD at 60FPS and uses the HEVC codec.

When I transfer it to my computer the first few frames play and then the video stream freezes but the track counter keeps going.

Hardware Decoding is set to automatic. Hardware Decoding

My hardware specs on my computer are decent, so I would expect to be able to run UHD at 60FPS.

How can I get VLC to play this type of media?

EDIT 1: After Installing vdpauinfo vdpauinfo was not installed. I installed it, but the video was still laggy. Here was the command line info:

    Please, try running vlc from terminal, and see if it outputs anything suspicious for playing the file. Adding this output to the post so others could see it may help as well. – Hi-Angel May 14 at 21:47

    Your Gpu doesn't support hevc decoding so it's on your cpu. Depending on the bit-rate and bit-depth of your vids your cpu would be challenged to provide playback of 4k hevc without dropping a lot of frames. 4k AVC would be no problem.. – doug May 14 at 23:08

    Maybe try your vids in mpv. If using 18.04 or newer the Ubuntu repo mpv build, whle lacking, is good enough to test. I'd suspect the vid would playback though maybe not smoothly. To get some basic info inc. dropped frames, during playback press shift+i – doug May 14 at 23:23

    Not really. The note 9 has hevc hardware decoding, your laptop hardware doesn't. hevc is requires more resources to decode, add to that 60 fps vs 30 and likely your laptop screen is 1080p so the vid also has to be scaled to fit. Any recent laptop could decode those vids ok. (- Intel got hevc in broadwell/skylake, nvidia in I believe the 9xx series – doug May 15 at 11:18
