So, I'm a still fairly unfamiliar with Ubuntu as an OS and just now upgraded it from ubuntu 16.04 to Ubuntu 18.04.2 LTS,

Now I'm facing some issues and am not sure where to go from here. I use my system for web development. Mainly on Django and Vue.js which I'm learning these days. I had setup a project with a virtualenv using python 3.5 prior to the update. Now, after the update, my python version is Python 3.6.7

when I enter the command: pip3 --version I get the following error:

from pip._internal import main ModuleNotFoundError: No module named 'pip._internal'

Also, when I have removed the env file from my project, and create a new virtualenv, this is what happens:

ModuleNotFoundError: No module named 'virtualenv' Makefile:27: recipe for target 'env' failed

Can I know what I'm going to have to reinstall inorder to get all this working again?

Similarly, I had installed pgadmin4. When I try to run that, I get this following error:

Could not find platform independent libraries Could not find platform dependent libraries Consider setting $PYTHONHOME to [:] Fatal Python error: Py_Initialize: Unable to get the locale encoding ImportError: No module named 'encodings'

Does this all mean I'm going to have to reinstall all this stuff again? Or is there some better way to go about it? What do I do in this situation?
