You can give Shutter a try:
sudo apt install shutter
If you're using 18.04 or a later version, then you should install the required dependencies in order to edit in Shutter (Skip if you use 16.04):
wget https://launchpad.net/ubuntu/+archive/primary/+files/libgoocanvas-common_1.0.0-1_all.deb
wget https://launchpad.net/ubuntu/+archive/primary/+files/libgoocanvas3_1.0.0-1_amd64.deb
wget https://launchpad.net/ubuntu/+archive/primary/+files/libgoo-canvas-perl_0.06-2ubuntu3_amd64.deb
sudo dpkg -i libgoo*.deb
Open the Shutter program, take the screenshot or open your image file, then click "Edit", this will bring you to editing process.
To blur, click the Blur tools.

Then, you can select a region you want to blur/censor.

Save it, and see your result.

The result will be saved in the ~/Pictures
directory in your home folder.
