    Welcome to Ask Ubuntu. Your /dev/sda4 partition is mounted (or in use as evidenced by the 'locked' or key-symbol), thus you cannot make changes to it until you umount it. It's far easier to boot your Ubuntu install media (or any Ubuntu or GNU/Linux 'live' media) so it's providing the programs (or / in use) and you can then use it's gparted to grow your partition. – guiverc Feb 11 at 11:02
