Next I will briefly tell you my situation: I've follow this tutorial to

build my apt local repository,I've put all .deb files under /www/var/html/repo/ which is under apache2 with DocumentRoot /www/var/html,and my apache server is up and running,I actually can download file from it in my intranet,but when I run "apt update",it still show log like that.

well,my /etc/apt/sources.list is only appended with one line

  deb http://10.0.xx.xx/repo /

honestly ,I don't know what does "/" mean after apt Url,does it a distribution codename? And I think it's will be helpful to post this file for head three lines

deb cdrom:[Ubuntu-Server 16.04.5 LTS _Xenial Xerus_ - Release amd64 (20180731)]/ xenial main restricted


deb http://us.archive.ubuntu.com/ubuntu/ xenial main restricted

deb http://us.archive.ubuntu.com/ubuntu/ xenial-updates main restricted
