When you bring up the Activities view (by pressing Super, Alt-F1, or clicking Activities in the upper left), the majority of the display is used to show windows of all open applications. You can use the arrow keys to switch between windows and then use Enter to select a desired window to bring into focus. My issue is that the arrow keys only allow you to select between windows on a single monitor. The only way I can figure out how to change which monitor is "active" for the keyboard is with the mouse. Is there a way to switch the active monitor from the keyboard?

I've looked in settings, read the documentation, and looked in gnome-tweaks and dconf-editor, but I can't find anything. The closest thing I've found is Ctrl+Alt+Tab which allows switching between applications, windows, searching.
