This question already has an answer here:

systemd-resolve is using 99% CPU, all the time. The only way I have found to stop it is to stop the service with systemctl, but then it doesn't resolve names. Does anyone else have this problem or have an idea of why it is doing this and how to fix it?

dnsmasq is also present and using a lot of CPU
