I am trying to setup wifi router on ubuntu with two wifi cards connected. Router is to be configured by application that uses command line tools like iwconfig, dnsmasq and hostapd. On Ubuntu 17.10 everything have been working fine but after 18.04 update I can't start dnsmasq service (dhcp server). Everything is working when I shutdown systemd-resolved but when I do system won't connect to DNS server so basicly internet from another card is gone. Because configuration is to be setup by application I would like to keep it as simple as possible and limit files to be modyfied to nessesery minimum. For now my config is held in 3 files:

1. /etc/hostapd/hostapd.conf

interface=wlx000f55a7006c driver=nl80211

ssid=INS-test channel=6 hw_mode=g


macaddr_acl=0 ignore_broadcast_ssid=0

2. /etc/dnsmasq.conf


3. /etc/network/interfaces

auto lo
iface lo inet loopback

allow-hotplug wlx000f55a7006c
auto wlx000f55a7006c
iface wlx000f55a7006c inet static

Starting services:

ifconfig wlx000f55a7006c up netmask
/etc/init.d/dnsmasq restart
hostapd -B /etc/hostapd/hostapd.conf

On 18.04 second command doesn't work because port 53 is locked by another service (systemd-resolved i presume). Is there any workaround to make this work? It took me almost a week to make all of this, it worked on 17.10 and I realy do not wish to swith to another set of tools and start all over only because system update :-/
