This question already has an answer here:

I was trying to install an hvec plugin for VLC when I got this error message:

Err:10 http://ppa.launchpad.net/noobslab/themes/ubuntu bionic Release
  404 Not Found [IP: 91.189.95.83 80]

Err:11 http://ppa.launchpad.net/videolan/stable-daily/ubuntu bionic Release
  404 Not Found [IP: 91.189.95.83 80]

Reading package lists... Done
E: The repository 'http://ppa.launchpad.net/noobslab/themes/ubuntu bionic Release' does not have a Release file.

N: Updating from such a repository can't be done securely, and is therefore disabled by default.

N: See apt-secure(8) manpage for repository creation and user configuration details.

At this point, I literally can't install anything. All my videos keep crashing, so I do need to be install things. Thanks ahead of time.

An 404 error means that the file isn't found. I've looked into the repository and the PPA hasn't released Bionic release of the packages, yet. – Aryo Adhi May 21 '18 at 0:20
  • So do you want to remove the PPA? – fosslinux May 21 '18 at 0:43
