Using Ubuntu 18.04 (total newbie)

Here's exactly what I did in Synaptic Package Manager:

  1. Search "wine"
  2. Marked "wine" and dependencies
  3. File > Generate Package Download Script (saved as synaptic_wine)
  4. sudo sh synaptic_wine
  5. Saved all the *.deb files in ~/Downloads/wine
  6. Turned off my internet connection
  7. File > Add Downloaded Packages > Selected ~/Downloads/wine

After step 7 synaptic gives me the following error:

W: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/g/glibc/libc6_2.27-3ubuntu1_i386.deb
  Could not resolve 'archive.ubuntu.com'

W: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/universe/o/openal-soft/libopenal-data_1.18.2-2_all.deb
  Could not resolve 'archive.ubuntu.com'

W: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/universe/o/openal-soft/libopenal1_1.18.2-2_amd64.deb
  Could not resolve 'archive.ubuntu.com'

W: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/e/expat/libexpat1_2.2.5-3_i386.deb
  Could not resolve 'archive.ubuntu.com'


Now I'm certain that "synaptic_wine" saved all the required *.deb files for installing wine because the packages that "failed to fetch" are already in ~/Downloads/wine (I checked).

So why is synaptic trying to download these packages when I'm trying to install from the already downloaded *.deb files? How can I avoid this? Is there a way I can install these packages in the required order (if there is one) manually in a single command?
