Can you please help with this?

Fixed by using the following command:

$ export CFLAGS="-I /usr/local/lib/python2.7/dist-packages/numpy/core/include $CFLAGS"

There is a chance that you may not have installed numpy correctly. Try uninstalling and then installing it again using:

sudo apt install python3-numpy
