"Everything works fine with Windows" - the usage pattern in Windows is different than in Linux so the problem may not show. You should run a program like memtest86+ (check the boot menu on the Ubuntu CD) to be certain.

It is just a file, not a directory, which is why you cannot move a directory to it.

Note that Unix maintains a lot of information on the drive as it goes. If the drive is slow to write to, it will slow the system down. I would recommend a USB-harddisk instead.

10 megabytes pr second? Not unreasonably bad for a cheap USB-flashdrive. It is not USB 1 - that is max 1 megabyte per second.
