comment .desktop file not working
That was the problem! Copy pasting the folder from a windows partition to the linux partition (because of re-install) probably changed the permissions for the file. So the problem wasn't the permissions of the .desktop file. It was the permissions of the executable. Thank you.

@Githlar... Since we're talking about .desktop files, it's only natural to run them through the desktop. The reason I tried command line was to see what was the error. And show it to this forum. I did the change you suggested but nothing changed. Also I mentioned that it worked before I re-install Ubuntu 14.04. The same file. I also checked the paths just in case, they are correct.

@Rinzwind On the machine mostly runs whatever runs on Startup by defualt, my browser, terminal vim, and a Second Life client Phoenix Firestorm. Same stuff that run normally in windows and the heat is fine there. I have a AMD card, with prop drivers as well. Right now I just have chromium open with 3 tabs, and the temp is at 63C+/-... in windows it would be at 50C+/-. Note that Right now I can't really do a serious comparison of heats because my fan works correctly whenever it wants. This question tho is something that I've noticed for a while now even when my fan worked fine.

I had the AMD driver (the one from their site) installed first. Then I wanted to see what the one that ubuntu offers is capable of, so I went in additional drivers program and installed the driver from there. When I saw that it wasn't better than AMD's I did the steps above. removed and then tried to re-install. btw too late for the reboot and stuff. I already forced it and now it's worse. It starts up with a warning that it runs in a low graphics mode. Any ideas? Or should I install ubuntu from scratch? (To be honest that seems easier than all this trouble)
