comment How can I find out what causes strange behaviour in Unity?
Since then, I filed the bug, but nobody had the same issue. I was clueless what to do, because I didn't receive any reaction to this issue. Then I decided to reinstall Ubuntu for various reasons including this, and the problem went away, and I could not reproduce it since. I'm still curious how can I find out what registers CTRL+mousewheel in compiz, and what is registered to it, if a similar problem would emerge. I think it was two compiz plugins conflicting, or something similar.

This is the best answer. However, when I tried to do it manually, I missed --print-reply=literal, and it didn't work. Do you have an explanation? I know almost nothing of DBus.

Unfortunately that's not the case in Unity, or Gnome. I only have an option to keep on top. That's exactly the feature I'm missing, and for which I search an alternative available in Unity. However your answer might be useful for future xfce using visitors.
