Ah. Finally found it. In Settings->Appearance->Behavior. I have no idea why someone thought this should be in "Behavior" instead of "Look".

I should have tried the "alternatively" first. The first fails with a chicken/egg problem. It refuses to remove a repo it can't connect to. Why the heck isn't that dialog available directly from the update-manager gui? Wouldn't that make sense?

I was using Tab. OK was highlighted, and I pressed Enter. It just gave me the shell prompt back. That command line reported 0 changes (upgraded, newly installed, remove, not upgraded).

I don't know how I can do that. I can run the text console and run that, but how do I switch back to the GUI console to try logging back in? I tried gnome-2d, and that does the same thing.

lightdm was highlighted. I moved the cursor till OK was highlighted, then I pressed Enter. That went back to the shell prompt. I rebooted, but it's still doing the same thing. I also tried logging into ubuntu2d mode, and it's doing exactly the same thing. I tried several of the other modes, and they also do the same thing.

This was the issue that led me to the solution. I never looked at the installation instructions for the SDK. I had installed it on Windows (32-bit) before, and didn't realize it required an extra step for 64-bit Ubuntu. It required installing the ia32-libs package.

For now, I manually set the time on the time/date settings dialog, then changed it back to automatic. We'll see what happens over time. I suppose there should be ntp logs that tell me whether it's successfully checking for updates. I guess I'll have to check those.
