10.0.3.147 is your container's ip address. This error is weird though: ERROR there was an issue examining the environment: admin-secret: expected string, got int(123). Can you paste your ~/.cloud-install/commands.log AND ~/.cloud-install/config.yaml, use paste.ubuntu.com or some other pastebin

Also you are running the installer as the 'root' user. You should be running it with sudo instead.

if juju is failing to bootstrap outside of the installer then this seems like a different issue not related to the installer. can you acquire and start a node via maas and see if you can connect to the system? Also once connected are you able to get out to the internet from that machine?

Im not sure why this question is on hold, but please file a bug on this issue at github.com/Ubuntu-Solutions-Engineering/openstack-installer/…, we do check for encoding but apparently not early enough since you are hitting this traceback.

Are you able to juju bootstrap outside of the installer to a node in your MAAS environment? It'd be interesting to see if the bootstrap is failing and not the installer. Also are you behind any proxies?

Can you paste.ubuntu.com the /var/log/maas/maas.log and /var/log/maas/pserv.log preferably around the time that you attempt to have the node detected by MAAS. If pserv is not indicating that its actually attempting to communicate with that node then that usually means something with the network is misconfigured. At the very least it should PXE from the MAAS server. Also maybe a sosreport -o maas would help here as well.
