Do you have these set to use "fast installer" in maas? You can also increase the timeout for bootstrap by setting bootstrap-timeout key (in sections) in your environments.yaml

comment How to move /usr to a new partition?
Replace cp command with rsync -avz. Rsync allows you to restart copies and should generally be used when moving between partitions, block devices, or machines.
