comment Juju quickstart failed immediately with: AttributeError: 'NoneType' object has no attribute 'group'
Sorry to hear that. If you want to give Juju a try again let me know we'll be happy to work with you to resolve some of these pain points. Juju very much prefers being run on at-scale hardware and there are some touchy areas when it pairs down to just a single machine - yet it's still doable.

This seems to be the culprit. If a bug hasn't already been filed for this let me know.

comment How to deploy a charm to a specific machine in Amulet?
Why do you want to deploy two charms to the same node with an Amulet test?

comment OpenStack Juno and restarting it
There isn't really enough information on this. What openstack deb did you install? If you used a deb how does Juju fit in to this? What version of the charms do you have? Is this using smashstack?

comment juju state server upgrade
Can you please edit the question with these details? Comments are ephemeral. Also, the output from /var/log/upstart/juju-* would be good as well.

Could you provide more information about your environment? What substrate is this? What version was there previous? Links to any logs from the stateserver/machine-0 ?

comment Is MaaS, juju, or the charm responsible for ssh-keygen on nodes?
Yes, which, as I've outlined above, is expected. You will need to have your charms do the heavy lifting for generating keys for the user on each node that should have access to each other node. Please see the code examples above.
