Rule of thumb: If the manufacturer ships a Linux driver it will work with Ubuntu too. If they don't you may still be able to get it to work but you may also fail.

Testdisk may be able to recover those parts of your directory that was not yet overwritten (see this Q&A) - if that fails you may have luck to recover the content of some files using PhotoRec.

Windows will not even be able to find a undeleted partition created for Ubuntu... so how should it be able to recover?

The location of $ depends on your keyboard layout (which?). Most layouts will have it on SHIFT+4 or ALTGr+4 but there are exceptions. See en.wikipedia.org/wiki/Keyboard_layout
