That looks like Oracle JRE. Are you sure you installed it using apt-get? Are you using some PPA? Also which Ubuntu version/arch are you using? Do you get any errors in the terminal when you run java -jar yourjar?

You can get a list of the changes done using apt in /var/log/apt/history.log. See if you can find after which update apt stopped working. Also probably this is a different problem, but you can try the workaround in ubuntuforums.org/showthread.php?t=2209984
