comment What is dconf, what is its function, and how do I use it?
The question in psusi's comment above is partially answered in the answers to the question "Why the controversy about dconf and gconf?". I'm sure psusi is aware of it, having commented on the question, but in case anyone else wants to know more, there it is.

comment What is the preferred way to store application settings?
I lack the expertise to know whether they would be preferred or not, but GConf and dconf are other ways to store application settings.

comment How to import a radio station list from Rhythmbox to Banshee?
-1: This is a great way to add new radio stations to Banshee, but the question is about importing a set of radio stations from Rhythmbox.

-1 for only providing a link. The best practice to write instructions in your own words and attribute the source, including a link.

@crasic Wouldn't sudo chown -R username:username ./* be preferable by making sure the group also gets reassigned?

comment Which is the best place to check the compatibility of video cards?
The Ubuntu video card link you posted says, "The following video components are contained in Ubuntu-certified systems." So, no, you won't find all of the video cards compatible with Ubuntu, you'll only find ones that happen to be in a system that's Ubuntu-certified.

comment How do I keep my alternate CD upgrade from using the network?
I would think that if a package wasn't in the default install (thus on the alternate CD), one of two things would happen: (1) The upgrade breaks the package's dependencies, so the upgrade program sets it to be removed and notifies you of that decision; or (2) The upgrade doesn't affect the package's dependencies, and answering "No" makes the "repository" on the CD the only one that the upgrade program's aware of, so, not seeing anything affecting that package, it leaves the package alone. Do you know of something that says anything to the contrary?

I've updated the question just in case it turns out to be a bug. I still think it's probably a user error, though.

Maybe it's a bug. Invited answers that link to a bug number.

comment how to adjust “contrast” of a gtk2 theme?
Or, perhaps, you are thinking of something like the Murrine Configurator? It only worked (works?) on themes for the Murrine GTK engine.

@Paulo: Yeah, there weren't any packages in a broken state.
