The answers on the other question are still pretty much relevant. CCSM is a powerful tool but has its own drawbacks. I am going to have to close this one as duplicate of the other one.

Hi Priya. Welcome to Ask Ubuntu! The subversion package that you have installed on the server pretty much includes the client items. So, you can just go ahead and install it on the clients as well. And it is not GUI as well. So, I am sure it is more than enough for your need. If you want to discuss this, you can join us in chat.

Luis Alvarado is one of the regular contributors of Ask Ubuntu and he has been there since almost the start of the site. He regularly chips in with some of the most excellent answers in the site and helps with bringing up the quality of the content in the site. His number of helpful flags should be one telling factor. He is witty and has a nice mentality and will make a good candidate for moderator.

I have known Journeyman Geek for a couple of months now and he has been most helpful. While the reputation points he has in Ask Ubuntu may not be high, he has a big heart and a vast amount of experience in computer-related items. His 45k+ rep in Super User should be a good enough indicator of that. I hope he continues his contribution to the Stack Exchange network of sites.

It is a binary file and is probably editable by a hex editor rather that dconf-editor. If you are looking to programmatically manipulate the settings, I would suggest using the gsettings API for that. Where the settings are stored is pretty much irrelevant.
