I had the same line (must have got it from somewhere on the interwebs), commented it out and everything started working again.

comment How to make Apache run as current user
I have a feeling you meant something like grep -HR "www-" /etc/apache2/. If you already know it's in apache2.conf then just edit that file. In my case, it wasn't there, but in /etc/apache2/envvars as Eric's answer points out.

comment What is the difference between mail-server^ task and the mail-stack-delivery package?
In the case of mail-stack-delivery, you can download the package yourself and extract it and look at the various scripts that run pre and post install and remove as well as the 01-mail-stack-delivery.conf file you mention.

GUI is definitely the way to go, however you will likely need to run it from a live CD.

comment How to turn off baloo in KDE 4.13?
"There is no explicit “Enable/Disable” button any more. We would like to promote the use of searching and feel that Baloo should never get in the users way". Wow, talk about arrogance. Make it stop using up 100% of my CPU and bringing my computer to a grinding halt and I might think about using it. But this should still be the users' decision.

comment Ubuntu gets stuck in a Login Loop
This was exactly my problem. Couldn't the devs think of something simple like popping up "Permission denied while attempting to edit /home/username/.Xauthority. Ensure username has read/write permissions."? This could have saved the 41000 people who have viewed this question so far some huge headaches.

comment “Depends: ia32-libs-multiarch but it is not installable” - Solution
This solution is now obsolete: Package ia32-libs is not available, but is referred to by another package. This may mean that the package is missing, has been obsoleted, or is only available from another source However the following packages replace it: lib32z1 lib32ncurses5 lib32bz2-1.0

Wow, that's a pretty stupid place to put it! Almost as bad as having to go to "settings" to turn off your computer in Windows 8.

comment Minimize windows without them going black and white
Thank you for your answer, however I do not want to use the Icon Only or Smooth task managers and it would aggravate me beyond belief to have the task manager only show minimized windows. I have posted my own answer below which actually "solves" the problem.
