@doug - snap! I think I shut that off at some point and forgot! That solved it. Please post as an answer so I can accept it.

@DKBose - I think this IS affecting all gtk3 apps, I just don't have much installed yet. GIMP shows no past history too. I don't have any home directory gtk settings.ini file and there's no files-limit setting in /etc/gtk-3.0. I'm assuming the default isn't 0, right?

@DKBose - I have the same permissions. If it was a permission issue it probably wouldn't update the file timestamp.

BTW, setupcon seems to immediately load the right font right after doing the configuration without doing any of these changes. You just have to run it each time you reboot, though, and on each terminal.

Thanks for this! In Ubuntu 15.10 I found that it prepend "guess-" at the beginning when it should be "Uni2-". I also don't seem to have any UTF-8.acm file which it also tries to load...

Well the question was for installed packages and this gives all installed packages minus the automatically installed dependencies. It does include the initial packages as part of the initial install. I guess you could run this on a fresh install to get a list of the default installs and then subtract that from this to see the difference.
