@joseph_morris let me point you to the third paragraph of the question being answered. the OP did know how to change the encoding using the menu commands of the terminal emulator (that you call the 'normal' way) but he was looking for a CLI alternative.

sudoedit edits the file in your favourite $EDITOR, and it is also more secure then sudo vim (etc)

you should use sudoedit instead of sudo vi, and anyway, vim instead of vi (when available)

for the record, the workaround --disable-accelerated-compositing works for me. I must have missed the relevant issue in the other answer.
