If you contact Canonical, they can usually refer you to more localized support or contractors that they trust and/or work with directly (in some cases) that at least have more experience with system setup and installation of Edubuntu for your purposes.

It would help us to know what "commands" you ran in the terminal prior to restarting. Also, what version of Ubuntu are you in? Kernel (if you know it already)? Are you able to get into the console-only instead of GUI? Do you know how to do this?

Why are you specifically wanting it to be set to "1 FPS"? Do you mean 1 photo per second? Are you simply trying to reduce the file size, instead? If file size is a concern, change encoding methods for all but the audio. Please specify your needs a bit more clearly and we can probably point you in the right direction. ;)

Please provide as much detail as you can in the new question, however. Describe what you did, on which system, and screenshots/errors verbatim whenever possible. Valid point, I'll remove the VNC reference. OP - VNC means you'd 'take over' the person's screen essentially, and that's not what you specifically requested.
