I always thought this was impossible. I never got any success on Dell desktops. Usually you get an error at boot, and you can't ignore it.

Can you edit your question and add the output of dpkg -l | grep ^h (this will show packages that are on hold)? You need to run this command in a terminal, see this question on how to open a terminal.

A file will be created by the system (/var/run/reboot-required) to let you know that a reboot is required. But no actions are taken by unattended-upgrades to restart the system though, it's up to you to restart it.

Vadim, rc.local is just run at boot, nothing is achieved on shutdown. The process would most likely be killed by the OS on shutdown.
