In the 12.10 interface, there's a little gear button in the upper right hand corner. If you click on it, there's an option for "SMART Data and Tests." This should get you to the interface you need.

@user125223 - Ubuntu can be more sensitive to failing hardware than Windows (in the case of hard drives, this is a very good thing, trust me). If the drive is failing, it very likely was even under Windows, but Windows just didn't detect it, either because it didn't use the same sectors, or because it ignores error until a higher threshold. Additionally, the act of formatting and repartitioning may have sent the drive over the edge of failure.

You might want to try using php5-fpm instead of fastcgi. FPM still uses the fastcgi stuff, so your config shouldn't change, but I've found it works more easily and is less finicky than fastcgi.

@IggY - It should be pretty fast as it is, since it's tuned for servers and assumes very little available RAM (minimum requirement, IIRC, is 256MiB). Beyond that, it's largely the obvious stuff - turn off unneeded/unused services such as server software (web, cups, ssh) or file indexing for search, only install what you need, and so on. You may also want to check out the tuning tips for installs on solid state drives. Even if you're not using an SSD, there might be some useful things you can do to tweak performance.

@IggY - You mentioned Xfce in your question ("install Ubuntu, use it with xfce..."). That said, the general consensus is that Xfce and LXDE are roughly equivalent in terms of CPU/RAM (though Xfce has more features, and so takes more drive space). In "the race to the bottom" for the lightweight DEs, Rat Poison (and from what I hear, Fluxbox) probably blows both out of the water, anyway.
