@abel Apologies, there's a missing double quote in there, it should be PKG_CONFIG_PATH="$PKG_CONFIG_PATH:/opt/gimp-2.7/lib/pkgconfig/" ./configure --prefix=/opt/gimp-2.7

@abel Can you verify that babl installed correctly? If you installed it as per the linked guide it should be in /opt/gimp-2.7. To check, simply issue ls /opt/gimp-2.7/lib/ on command-line. Also, remember that if you set your PKG_CONFIG_PATH it's not persisted across different terminal sessions so you have to set it again if you close / open your terminal window. If babl installed correctly, go to directory with gimp sources and do PKG_CONFIG_PATH="$PKG_CONFIG_PATH:/opt/gimp-2.7/lib/pkgconfig/ ./configure --prefix=/opt/gimp-2.7. HTH.

comment How to blacklist a PCI device so a system can boot?
On the wiki you linked to it says that that particular chipset is supported by bttv kernel driver and modules (linuxtv.org/wiki/index.php/Bttv). The module name is bttv, so stick it in one of /etc/modules.d/blacklist-*.conf files, update your initrd and hopefully it will work :).
