comment Installning PHP 5.5.9+
You are not running Ubuntu, but Debian wheezy, so it's no surprise this doesn't work. Upgrade to Debian Jessie, it has PHP 5.6.x.

comment How to upgrade to PHP 5.5.25(The Latest Stable Released Version of PHP) on Ubuntu 12.04 LTS 64-bit OS?
JFTR launchpad team broke alternative dependency handling (there was locales-all | language-pack-de before) between php 5.5.24 and 5.5.25 and launchpad doesn't send an error email in case the build is waiting for dependency, so the only way to know that something broke is to check the PPAs by hand (or by getting notified by other people). P.S.: I voted close since I don't think that the "Contact user" button on launchpad.net/~ondrej deserves a separate question on AskUbuntu...

comment How to recover PHP 5 fpm www.conf?
Just to add few more: You don't really need a second server, you can get the file from a up-to-date local copy of php5-fpm_<version>.deb package. And the file on pastebin is for your specific version of php5-fpm at the time of writing this answer and it might become quickly obsolete if the contents change between the version - it might even become a security problem (if there's a security issue in the file that gets fixed...)

comment How to recover PHP 5 fpm www.conf?
Purging the php5-fpm will also delete all other config files the user might already modified. This is why it's horrible to give the user such answer. Also the question has been already answered, so it's just duplicate - and the links in comments under the question already give a safe way how to recover easily from such situation.

comment Why the PHP software is not getting updated to the latest stable released version?
Oh my... the deb.sury.org is a volunteer project I run in the bits of my free time. If you need a faster updates you will have to pay somebody do it, or you will have to just deal with it and wait. That said - I am preparing the updates right now as of this moment (and Debian wheezy and jessie comes first in the queue)...

See this: serverfault.com/questions/82801/… (and I am going to mark it as a duplicate) or this askubuntu.com/questions/66533/…

You have just stripped the important parts of the compile log. Could you add few more lines before "compilation terminated"?

comment Unexpected PHP version 5.5.15rc1 from ppa:ondrej/php5
As a side note - I just have no clue, why you are asking this question here and not via the issue tracker I have set up or the contact form for the PPA. Also my email isn't that hard to find. You are just lucky I have a notifications on PHP here and I read it tonight (that's also something you can't count on).
