Ok, now try apt-get dist-upgrade and if that doesn't work, it's some vagrant configuration you are using. But hey, this is really basics of a system administration, you should have done this before you came here to ask.

No, the thing you want is to upgrade your project to use latest version of PHP. Unpatched PHP 5.6.6 contains many security bugs and you really don't want to be running it anywhere in the public facing Internet.

Switch to console from the installation media (Alt-F2 usually), activate it and type: fdisk -l, paste the output here. Try blkid, but I am not sure if initramfs contains it. Also look on the kernel log (Alt-F4 I think) and look for sdX mentions and possible errors. That might help diagnose the problem.

Sigh, @NinoŠkopac Don't use Ubuntu PPAs on Debian Jessie - rather go to packages.sury.org/php where are packages compiled for Debian Jessie.

If apt-get update && apt-get upgrade doesn't solve your problem please attach output of apt-cache policy php7.0-cli.
