It seems that e2fsck has a -c option which calls badblocks itself and takes care of the block size. One apparently has to be really careful that those match if you do it your way.

It might be possible to use ACPI hooks. With thinkpad-scripts, we do the same thing. See for example the rotation hook.

Depends on the makefile. My makefiles do not have any of this, but my programs are mostly scripts, not compiled programs. The operating system is just a bunch of packages, so there is nothing special about them, really. Coreutils are just C programs, that get compiled.

Thanks for the insights on the cause of this trouble. I have a lot of tex packages installed, that might be similar. I have a fresh reinstall now, so I cannot say if your approach would have worked for me.

@OhadCohen As I wrote in the text, it works with root for wired connections, but not for wireless ones.
