comment How can I install software or packages without Internet (offline)?
I copied my .deb over to my usb from /var/cache/apt/archives . On the other computer I merely opened the usb drive and double clicked the .deb which launched the Ubuntu GUI Software Updater. Easy pezy.

@AndroidDev I didn't realize the rpi3 was ARMv8. I'm trying to install ROS on rpi and they don't have a version for 15.0.4. They have one for raspbian but then I can't add certain packages that rely on Ubuntu 14.04.

My answer came from @AndroidDev for a newly compiled version of Ubuntu MATE. Note, this still uses apt-get because it's no snappy. Regardless, here's the link: ubuntu-mate.org/blog/ubuntu-mate-for-raspberry-pi-3
