Usually, more recent versions of Ubuntu have moved away from using hard -coded networking information in /etc/network/interfaces to using NetworkManager (or an alternative). Have you tried configuring it through the GUI?

Can you still boot Windows after performing the repartition? You might try restoring the Master Boot Record using the Windows installation media before trying to install Ubuntu again.

If it's the latter, you need to provide sudo access to the www-data user on a non-TTY login, which is very dangerous as it opens a security hole for an attacker to compromise your system remotely by exploiting a bug in your CGI code. However, the information to do it is here.

Your question is ambiguously phrased. Do you mean adding a user with permission to access www-data's files, or (as I suspect), giving www-data the permission to create and add new users to the system (e.g. a web signup form that creates a system user and mailbox etc.)?

Setting a root password is unnecessary and could be a security risk. If you are going to reboot using the recovery cd, you might as well just edit the group file and add yourself there, as per my answer.
