I also faced the same issue, but somehow it worked for me after some tweaking.
Solution 1: (If you have access to Windows Machine)
Just go to the Reliance Netconnect Plus UI in Windows machine and in Settings change the 'Mode' to 'Hybrid'.
By doing this I found that the Reliance Netconnect Plus is recognized by Ubuntu quickly and

Make sure you are installing 64 bit software only for your OS is alos 64bit.
ZTE must have provided you with some installer, most probably with name of
something_amd64.deb or something_i686.deb
or alternatively a tar bal something.tar.gz
If not then check the company's website if they something up for download or in their ppa

Yes, the modem will be detected when you plugged in. You may see like the screenshot shows under network icon.
The configuration is easy just click on the detected modem and follow the instruction.
